Namun, temuan investigatif terbaru mengindikasikan bahwa <strong>sejumlah pejabat penting di PDAM Tirta Bhagasasi Kabupaten Bekasi belum sepenuhnya mematuhi kewajiban ini.<\/strong><\/p>\n\n\n\n<p>PDAM Tirta Bhagasasi adalah perusahaan daerah strategis yang mengelola layanan air bersih dan mengelola dana publik ratusan miliar rupiah dalam bentuk penyertaan modal dari APBD. Karena itu, keterbukaan pejabatnya terhadap harta kekayaan pribadi merupakan <strong>tanggung jawab etik sekaligus amanat hukum<\/strong>, sebagaimana diatur dalam <strong>Undang-Undang Nomor 28 Tahun 1999<\/strong> dan <strong>Peraturan KPK Nomor 2 Tahun 2020<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Temuan dari Portal Resmi e-LHKPN KPK<\/strong><\/h3>\n\n\n\n<p>Berdasarkan penelusuran redaksi melalui laman resmi <strong>e-LHKPN KPK<\/strong>, ditemukan beberapa kejanggalan sebagai berikut:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ahmad Firdaus (Mantan Direktur Umum)<\/strong>: Nama tidak muncul dalam sistem pelaporan hingga awal Mei 2025. Artinya, hingga saat ini belum ada pelaporan LHKPN yang tercatat secara resmi.<\/li>\n\n\n\n<li><strong>Rahmat Damanhuri (Mantan Dewan Pengawas)<\/strong>: Tidak terdapat riwayat pelaporan aktif dalam dua tahun terakhir. Sebagai pengawas penggunaan dana publik, ini adalah kekosongan yang signifikan.<\/li>\n\n\n\n<li><strong>Reza Lutfi Hasan (Direktur Utama)<\/strong>: Meski terdaftar, data LHKPN tahun 2023 yang disampaikan <strong>identik dengan data tahun 2024<\/strong>, tanpa pembaruan atau revisi.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ketaatan LHKPN Bukan Formalitas<\/strong><\/h3>\n\n\n\n<p>Pelaporan harta kekayaan bukan sekadar kewajiban administratif. Dalam konteks pengelolaan BUMD seperti PDAM Tirta Bhagasasi, hal ini merupakan <strong>garis pertama dalam pengawasan integritas keuangan pejabat<\/strong>. Dengan dana penyertaan modal daerah yang mencapai lebih dari <strong>Rp311 miliar<\/strong>, publik berhak mengetahui apakah pejabat yang bertanggung jawab bersih secara finansial.<\/p>\n\n\n\n<p>Apalagi PDAM Tirta Bhagasasi juga tercatat belum menyetorkan sepenuhnya bagian laba ke kas daerah tahun 2023, dengan piutang dividen sebesar <strong>Rp23,27 miliar<\/strong>. Ketika integritas keuangan lembaga dan pribadi dipertanyakan secara bersamaan, <strong>keraguan publik menjadi sah dan beralasan<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Apa Langkah Selanjutnya?<\/strong><\/h3>\n\n\n\n<p>Sejumlah pengamat antikorupsi Rumah Besar LSM Triga Nusantara Indonesia menyarankan agar:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inspektorat Kabupaten Bekasi melakukan verifikasi atas kepatuhan LHKPN pejabat BUMD<\/strong>, termasuk PDAM;<\/li>\n\n\n\n<li>Pemerintah daerah memberlakukan <strong>sanksi administratif<\/strong> kepada pejabat yang tidak patuh terhadap pelaporan LHKPN;<\/li>\n\n\n\n<li><strong>KPK<\/strong> dapat mengambil inisiatif untuk memeriksa keakuratan dan kejujuran pelaporan, terutama jika ditemukan kejanggalan atau data stagnan.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Menjaga Kepercayaan Publik Lewat Transparansi<\/strong><\/h3>\n\n\n\n<p>Di tengah tuntutan masyarakat atas pelayanan publik yang bersih dan profesional, ketidakpatuhan pejabat publik dalam hal pelaporan kekayaan pribadi justru memperlemah kepercayaan.
